First and foremost, are custom characters allowed?
No. You can 'customise' existing named characters from DBZ to an extent, like getting a scar and changing their personality, but basically no.

Is there a pre-made template for character submission or can I use my own?
If this is about submitting custom characters, see above. If this is about application, see other joining applications.

Is there a list anywhere of who plays which character on the site?
Your username is the character you play. The roster is the currently played characters.

How many characters may a user register, and at what time? (Meaning, if we can have more then one, is there a waiting period between each registration?)
Only one character. If you're found to be playing more than one, you'll be banned permanently (staff can check IPs).

Are there any untaken characters from the series that are off limits? (I did not observe anyone registering any of the Supreme Kais, which surprised me somewhat)
Kais, Dragons and Hildegarn are all off-limits. Anyone on the inactive list with (NPC) next to their name is also off-limits.

I noticed that in the inactive character page, there were numerical stats, while in the bio pages, there were not. I'm wondering why this is.
Bio pages are for a description of your character. There's no point putting your numerical stats there because that would mean staff would have to update everyone's tech vault with new stats every sunday. Stats just stay on the roster.

And finally, are character deaths and kills determined by a GM? Stats? Or the players themselves?
Deaths have to be authorised by a member of staff. In a fight, players will roleplay back and forth until they've agreed to finish, then a member of staff will judge the 'winner' and decide who dies. Your success is based on your roleplaying ability, but obviously stats are a deciding factor too.

You might be a little confused ... In a spar and such, you'll have to write about the person you're facing in your own posts. However, you still only 'own' one character. That character is denoted by your name.

Roster on the main page. You did go to that first right? Thats not what he meant SB. He's talking about the character vault.

I understand what you were asking now, but I still don't see the confusion ... If you want to find a person you saw in the vault, search for their username.

Some staff were gven the privilage to retire their characters or set them free and become a custom character. Only staff or members who have been here long enough and contributed enough get that. Only two are Reijn and Burter Jr.

BJ was Burter, but he RPed Burter giving birth or somesuch and is now Burter Jr. after "killing" his character in a saga in ran, but he isn't really dead...he's an npc now.

Exactly. Also; if you'd like a clear list of who's available, check the inactive list on the main page's roster.

Bear in mind that if you want to be a character who isn't listed, you can still apply as that character. =D

You make thier backstory whatever you want. If a previous member had played that character, and you want to try and learn what they did, that's cool. If not, no big deal.

You can do ANYTHING to the character, except change his face, gender, and race.

You choose three 'best moves' of your own to start off with, and you get another move for every 50 intelligence. Those moves can be anyone's attacks from the series (you could have Final Flash or Ghost Kamikazi Attack) or you can just make up your own. They have to be accepted though, no 'godmode' moves. Basically as long as the power of the attack is proportionate to the energy put into it, you're fine. Skills under the technique page (like SSJ and Super Namekian, Body Split etc) cannot be chosen as moves, they have to be earned through roleplaying.

And intelligence never increases, you can't learn new moves, but you -can- learn new skills through roleplay. Right?

Er ... No offense, but you should really read the whole main site Tongue You get TP every week which you put into stats. You can put points into int, which doesn't increase your powerlevel but for every 50 points nets you a new 'Best Move'. You start off with 3, one for each 50 int. So not 6 Wink

If you want to switch characters you'll lose -25 from each stat.

You start with 3 moves and that's it, then once you get 50 more int you can get another move, and so on.

You get 13 points and 150 zeni every sunday, you will use the training program to put the points wherever you want.

Every 100 det = 1 exra training point added to your weekly amount.
Every 100 luck = 50 more zeni added to your weekly 150.
Every 50 intel = one new move you can learn, and you don't haveto RP learning it.

So for me I get 22 points every week, with items and my det, then 300 zeni a week.

EDIT

You can switch at a later tme but you'll get -25 to all stats if the admin allows the switch.

No you'll be 240 in all the physicals and 150 in the mentals, no items, 1500 zeni.
