Active Location Tracer - 3,000 zeni - This device is little more than a small plastic disc with a button on it. Once the button is pressed the disc becomes coated in a layer of adhesive. The disc also changes in viscosity, making it impossible to detect its impact. The disc emits a signal that can be picked up utilizing the Q-Wave technology in scouters. Upon purchase, the tracer?s Q-Wave signal is synched with the purchaser?s scouter, making so only they can detect the tracer. The Active Location Tracer has a running battery life of 48 hours. After which it must be recharged. Plugging it into a recharger that comes with purchase will have it up and running within a few hours

So does this mean I need a scouter AND have the Q-wave upgrade to actually use the thing?

As long as you don't make it obvious. Otherwise it could easily be destoryed.
