I kept mining to depletion, too.
Then I realized that I had more resources than all the upgrades in the game could possibly require, so I stopped mining altogether. I would scan for anomalies, but that's it.

Depletion is just a state the game throws at you because it has pity on you, the planet still has plenty of spots to mine from even high ones, depending on planet. It's a really strange system.

I'm pretty sure it's based on a percentage of how much the planet could possibly hold and how much is actually in it.
You're correct, though. "Depleted" does not mean there are no resources left.

I get bored of mining really fast. If the planet doesn't say "Rich" when I start scanning, I leave orbit and try for another. It's too repetitive scanning up and down on a moderate or lower planet for resources for too little payoff.

What I don't quite understand is why there are so many resources in the game to begin with. If you depleted all the planets (yeah, plenty to say about that itself, but let's move past it, k?) the upgrades wouldn't even scratch the surface of your ridiculous stockpile of resources.
Shepard could just sell them all and hire entire armies to go fight instead of having to do it himself. Or just, like, purchase the council and then order everyone to do it. Either way works.

So I'm 3/4ths through my second playthrough with my old Shepard (I know I did that backwards) and I found out it apparently thinks I killed the council. I most certainly DID FUCKING NOT

lol I mine to depletion as well lol Im goin after liara right now and its my first play through. Im using a engineer class. So far its pretty ballin i like deploying turrets to handle my lightweights while i snipe from across the map XD

But I don't use the Blood Dragon Armor, either, so what do I know?
I still have codes to redeem the Singularity Cannon and the Collector Armor but I really... don't care enough to do it.
