Each character gets one starting ability (like Roy and Ed get Alchemy, Pyro gets Pyrokinesis, Magus gets Shadow Magery, Piccolo gets Regeneration etc) so that could probably be yours. I know Jenova got it as a starting ability, so as long as you had it in the show you should be fine.

Okay thats fine, Ill work my way up to get the other abilities he has.
The only ability he starts from the very begining is flight, intangibility, invisibility, but Ill guess Ill earn Intangibility and Invisibility later on.
Oh one last question, would an Ecto blast be considered an attack? Like Goku with his kamehameha?

Yeah, some characters get a choice of a few different starting abilities, but if they have more you've gotta pick one
I've never actually seen the show, so I have no idea who the character is/what his attacks are, but it sounds like it. It's up to Squirtle (17) or Goku (Piccolo) to see whether the character gets in.
