PP techs don't seem like Chou kamehameha... They seem like straight Kamehameha. Considering the move is used like, once in a fight or twice most of the time and seems to be very powerful, I'd wager that Goku's Kamehameha costs at least 1 PP to use.
And I think that most of us probably think of our custom techs in that way. They're not something we spam back to back to back, but signatures of our characters that are meant to be very powerful and dramatic.
Which raises the question of why you would create a tech without PP when the reason you took it was to, presumably, be awesome with it. (Unless your character is just a tech whore.)
(Just typing off the top of my head here.)
