We have ti stop using "PP" to describe Power Points, I can't take it anymore. -_-
-Use of Power-techs outside of events won't consume PP.
-Various items recover PP.
-Use of Power-techs in afterlife is unlimited.
-Rules regarding Power use can be rewritten on a case-by-case basis for events.
By forcing characters to use recovery items to restore Power, the only thing it does is restrict characters who spent their Power in one saga from having it available in another until they use a recovery item. I get that it's videogamey, as has been mentioned, and that capsule stations would be Inn-equivalents but it's unnecessary. There's no substantial need from the way the RPG plays to demand that loss of Power have a money-centric recovery. We only need to track Power usage inside saga threads/forums, and lists of remaining Points per character could be made there, so staff wouldn't have to bother updating roster sheets every time somebody burns Power or use recovery items. Finishing a saga would effectively "recover" spent Points.
This wouldn't change the core rules at all. It would only render impotent the Regeneration Ability's Point recovery attribute, which in turn affects Power in the least productive way - which is to passively wait for real world time to pass and then pestering staff for an update. Not the biggest of losses.
Also, using "P Wings" for a tech name is mine so you bitches had better not touch it or I will fuckin cut u.

As I said before, Saga runners will have free reign to restrict/enable the use of PP in their Sagas. All-in-all, though, I wouldn't be too concerned about it. I imagine that most people will be, at least, willing to refill PP at the start of each Saga.

What kind of specifics were you looking for about Customs that use PP, Rod? (Amusingly, Chou Kamehameha was the exact example I used when proposing the idea.) The basic idea is that Customs that use PP get a huge boost to their efficacy. If I'm in a Power-Up, and you're not, and you use a move that costs PP, it would still do serious damage. This offers people an alternative to being "forced" to take a Power-Up to compete with those who already have them as well as a way to side-step problems like pebble logic. (If you don't know what Pebble Logic is, don't worry about it.
