The reason there wasn't already an "inn" option is because Player-versus-Player conflicts happen outside of sagas as well as within them. Conflicts involving the Dragonballs are a prime example. The idea is to make people choose when to use their PP and when to save them. If I have a DB and I step out of a saga with no PP, someone could just jump me and take it while I don't have the PP to defend myself.
It's more than just a saga mechanic.

How many points a Custom uses is something the player decides, not the staff (there might be an exception to that, but I can't think of one; just sayin'). If you want a super-strong ki-beam move, then you can make one with no PP cost and it'll take a good chunk of XP to purchase. If you make one that includes a PP cost, the XP cost will reflect that, given the limited number of uses a character will have.
I'm sure you'd like me to use specific numbers, but there aren't really any to be used. It could stand to reason that using 1 PP to perform an attack would mean the attack is half as strong as Power-Up that costs 2 PP, but that's not always applicable. Someone could make a forcefield Custom that makes them immune to any damage for, say, 10 seconds and have it cost 1 PP to use. Or they could make a Possession Custom Tech that allows them to Possess people stronger than them for a longer period of time.
I will say this, though. If Person A has a 15 XP ki-beam with no PP cost, and Person B has a 15 XP ki-beam with 1 PP cost, Person B's attack will be substantially stronger every time.

EDIT: Heh... I didn't use "PP" to be annoying or anything. That's what it's referred to as and I'm going to be consistent about that.
