I don't see how it's two powerful. And I'm not sure how it can't be approved in this era when it was approved before when there were more limitations and such.

The game is completely different now. The fact that something was ok before doesn't mean anything in the new set-up. That's just the nature of the beast.

I don't see why I can't use Stealth as the needed ability instead of light. I mean Energy attacks and such aren't always see through, so why can't it be like a double-mirror defense orb? Stealth an bend the light around it after all.

Bending light would require Light Elemental Ki. You could use the Stealth Ability for that Custom to make Mal not visible, but you wouldn't be able to make someone else invisible if you used it for them.

I mean I'm able make moves to be unheard and such as well right?

Yeah, you could use the Stealth Ability to make attacks silent. I think that's a pretty cool application of the Ability, actually.
