What I mean is, yeah, if your charge a ultimate ki blast cannon destruction beam, sure, it's most likely draining. But even a normal ki blast, if you want it to be, could be roleplayed as a draining attack for your character at the moment, even if it's not at other times. Also, most likely, you could throw "this kamehameha beam attack drains the user greatly when used", and most likely, it won't change the fact that it costs 15 xp to learn.
