...Isn't the point of the duel is that it's a test of skill? You can't reduce skill manually. You cant' CHANGE skill.

You CAN however turn of runes.

A person with 600 wins and a person with 300 wins have different resources at hand in which to make decisions with. In order to make the most even a playing field as possible, you should try and remove or reduce as many of these uneven resources as possible.

The best decision is to agree between duelers, but I don't agree with your prior logic.

You're not really helping me not want to be argumentative. Those two people absolutely have different resources. But isn't skill determined by how well you utilize the resources you have?
