As Veigar, I have literally turned the game around by one-shotting their hyper fed mid AP every time a team fight started. Dat ult. Also, unlimited AP gain ala Nasus Siphon strike. I'd say he's best to used as a counter pick, not as a "VEIGAR OR AFK NOOBS." He can definitely turn a game around, especially since part of his power scales off of the ENEMY'S AP.
