Elementz, saintvicious (on the rare, rare, rare occasion he actually does them), and Phreak are my favorite shoutcasters.
A lot of people are down on Phreak because of his usual biases while casting, but his encyclopedic knowledge of the game is pretty sweet. Not many casters can look at a level three character and tell you their rune pages (unless it's something silly like +50 armor [looking at you, jiji vs Garen]).
Junglers are usually the guys you want, though. It's basically what they do while they're playing the game.
