Levels would be upgraded based on staff decision.
Since this depends on skill rather then ki level or seniority, members participating are almost demanded to grow through their Rping abilities. Figured this would be a good way to run, I gave what would be tought at each specific level so those learning could take it and depicting the training in what they think should be done to achieve the goal.
