Pre-Liminary Round 2: Raditzu's Group

Is this going to be purely OOC description, or IC? As in, are we writing the introduction to a saga as the events unfold, or just the planning aspect (ie: what events will take place)? And as we're writing only a quarter each, I'll assume that Goten gets to describe the final villain, and we just have to make up the rest that people'll be going through.
