Interesting.
Well, it has a lot of pros and cons, and will highly depend on how its implemented. I mean, they explicitly stated that they don't want people to be able to change race since they are worried that people will be shifting to whatever is the more powerful race for their class every week (I guarantee my Gnome will become Human if this ever happens and I happen to be playing again). Meaning they don't want the min/max crowd to feel that they HAVE to pay real money to race change just to be at peak performance.
Changing races is kinda awesome because it'll let other players experience the other side without having to do the leveling grind all over again (although some reroll guilds take pride in starting from scratch completely on a new server and getting to 80 to end up beating the current top guilds on content, its a competition thing). However, leveling is much much easier now. HOWEVER, due to the achievements system and some other things, some people (I know how this feels) really hate abandoning their former main just to play with friends on the opposite faction. For example, I put a lot of effort into earning certain mounts or titles, and then have to abandon that character entirely (or else level it again each expansion for no reason) just to play with another faction. There's no real sense there in the modern mmo idea.
This will absolutely thrill some players because it does offer a lot of freedom with finding guilds that fit their style of play. I know that my friend also quit because of some political issues in his guild, and had to abandon his amazingly geared 80 Druid. The people he was playing with went back to Uther Horde and are leveling their former/returned mains to 80 to begin the gearing process anew, and he doesn't feel like doing that, thus him just quitting rather than earning gold, rep, levels, all the fucking grinds. This would allow him to just faction change to completely skip that.

On a note, I'm slightly more interested in the "extend lockout" option being implemented to raids.
