No, it's not finding a village. It's making one
Bob goes to D7 and says "lets make da villag!" So they camp out and work on it. 3 days later, Bobland is born! Then civilans start moving on the next day or so.
To make a city, Bob would have to two more villages, and they would all form Bobland Omega.
