WOAH THERE!!!!!!!
Did you forget the advice that Pigero gave you???
Edit: Once more, just do something or you'll end up regretting it for like....an entire fuckin' WEEK. That means like....no girls for ONE WHOLE WEEK. FTW!?
You don't sound like a jackass or anything over the internet. Just make her laugh. If she ever has a friend there, bring one of your own friends (like you have any), so conversation doesn't get too stale (cos it sounds lke you're a generally shy person).
Bottom line is, if she rejects you, no biggie. You never actually need to see her ever again (assuming you choose not to go to the library, and even if you do, it's just a part-time job and she'll be gone soon enough).
And like most people said, just ask her out somewhere. Raditz said a food joint, which I never do personally cos it's way cliche....but if you want to avoid spending cash just walk around with them for a little while. Movies work as well. Get creative.
Edit Edit: Oh yeah, and LET HER TOUCH YOUR PENIS!!!
