My vote goes for everyone allowed to be Jedi, btw.
Yes, Jedi were somewhat rare, but there were, I believe, hundreds during its hey-day (which, I think, would be the time that would be most sensible to do a SW RPG). I highly doubt any quality RPG these days will have to worry about sustaining more than fifty strong members.
