I know this is a far stretch, but can there be a special rule for a vampire's Wampyr transformation like the Saiyan Oozaru?

ie: Certain power level/stats to have it Uncontrolled+Power Up, then a certain location+training to have Controlled+higher power up?

that sounds basically like a special teir. since you're a non transformer, you'll have to follow the sk rules.

EDIT: Just have your SK triggered by something. >.> Like, the moon or something, whichever.
