According to that, though, Rad's hair would still grow. His body is accustomed to his current mass, so he would need to add on to it for the same reason Goku did.

Not necessarily. It could have simply meant that Raditsu potential to hold power was higher than Goku's because he had the long hair, where Goku needed to add muscle mass as well as hair, Raditsu might have been okay since he had more mass to distribute through his body.
