Not necessarily. It could have simply meant that Raditsu potential to hold power was higher than Goku's because he had the long hair, where Goku needed to add muscle mass as well as hair, Raditsu might have been okay since he had more mass to distribute through his body.
So by that logic, Nappa has about as much potential as a bag of dead gerbils.
Interesting theory, but I doubt it.
No it doesn't mean that. Nappa has considerably more mass than Goku, Vegeta, and even Raditsu even though he's bald. And as Goku showed he can always change himself to hold more energy.
This is all temporary though, as their body gets used to holding so much energy they likely don't need to obtain as much mass. Take a look at Goku during the Saiyajin Saga. His body was bulking up to very large proportions just using KaioKen, but during the Namek Saga he is capable of using considerably more energy without physical damage or a need to bulk up- except with SSJ.
