And if potential is limited, how come Goku, a low-level soldier, becomes one of the most powerful being in the universe, outdoing Vegeta who's a friggin' pedigree warrior at every turn? :p And Bardock is able to change his ways and become good. It's basically saying that you're not limited by your birth. In the real world, of course, that's a crock of shit, but we're talking about a world where your bodily strength can continue to escalate exponentially with no limits whatsoever, as long as you continue training.
