As of right now, yes, the rules will remain the same after the turnover.
If you really honestly want to be killed, the death ruling amendment allows you to "commit suicide," but it has to be another player that kills you. So, if you want to die, have someone team up with your NPC, and the other member deals the finishing blow. Keep in mind, though, that you won't go to King Kai's and will probably end up in Hell.
