It's generally just used for US universities. You can take them out of the US, but only in certain places and you have to go through the whole process of registering and all, whereas I believe the schools pretty much do it for you in the US. Schools outside the US will sometimes look at the results when considering you for admissions.

I didn't even know the ACT existed until my senior year. I was all "wtf there are two test?"

Just this year all schools accept ACT, I believe. SAT is for the coasts now and ACT is everywhere.

Backsolving works like this:

The answer choices to problems in the math section are usually ordered in the form of smallest to greatest or vice versa. Plug answer C into the problem. If it turns out to be correct, awesome, luck was on your side. If not, look at what you get. If C was too small of an answer, then not only can you rule out answer C, but also the two other responses smaller than it, leaving you with only one more answer to plug in. Out of the two remaining answer choices, if you plug one of them in and it is incorrect, simply by process of elimination, the remaining response is your answer. This is very good for problems that seem too complex to quickly work out, and can save you several minutes of time, allowing you to use that time for other problems.
