I'll a couple of Rod's points first. Everyone starts with 5 PP. You saw your roster, right? So, right out of the gate, people can use Tier 1 Base, Tier 1 Master, and Tier 2 Master. No, you don't need the required PP before being able to purchase a Power-Up. So, if you had the XP, you could buy a Tier 3 Base Power-Up without adding to your PP and just not be even close to using it.
There's an HQ upgrade that restores PP anytime that a character could get to it, so that's an option. No, it's not particularly cheap, but it would be a one-time cost. If people are worried about having to buy PP-Restoring items, I'd be willing to think about a cheap non-combat alternative; Capsule Corp could have a recharging station of some kind that people could use for a minor fee to recharge PP but it wouldn't be available in the middle of a fight. Does that sound like something that should be thrown on the table?
As I said before, Saga runners will have free reign to restrict/enable the use of PP in their Sagas. All-in-all, though, I wouldn't be too concerned about it. I imagine that most people will be, at least, willing to refill PP at the start of each Saga.
The sentence about being able to use Techniques/Abilities to affect PP was thrown in to give people the idea that Customs could be made using those. These are some of the things that were thrown around in the staff-forum discussion: Healing could be used to transfer PP from the healer to the healee. Ki Absorb could take a PP from an opponent. Venomous Ki could sap PP from an opponent. Customs involving PP will be under tighter scrutiny than most to prevent something that makes PP irrelevant.
What kind of specifics were you looking for about Customs that use PP, Rod? (Amusingly, Chou Kamehameha was the exact example I used when proposing the idea.) The basic idea is that Customs that use PP get a huge boost to their efficacy. If I'm in a Power-Up, and you're not, and you use a move that costs PP, it would still do serious damage. This offers people an alternative to being "forced" to take a Power-Up to compete with those who already have them as well as a way to side-step problems like pebble logic. (If you don't know what Pebble Logic is, don't worry about it)

Is there any way for foresight/possession to take advantage of PP? If so, please give examples.

Would someone have to use PP to counter/block/"avoid" a special attack from another player?

The reason we have limited regen methods for PP is that we don't want players to feel the need to thrust PP inclusions into every single custom tech that they create from now on. Its an enhancement, nothing more. If you choose to make yourself entirely reliant on your PP pool, then yeah, you'll have to do more work to keep said pool refreshed. Nothing says you can't do what you currently do.
We haven't decided yet if there will be things like defensive uses of PP, but I highly doubt they'll be done in a method that forces a player to go take a specific move just to prevent an effect. We are not wanting that and planning to avoid it. Currently, we have nothing like that even considered.

No. You don't "have" to do anything with PP.
Unless you consider using a Power-Up to fight someone who's already using a Power-Up a counter.

This seems unnecessary for anything outside of power-ups. As far as custom techs go, isn't it up to the writer's common sense?

Quite obviously, the whole thing with custom techs has been put in place for events in the style of Dante's Abyss, where the player doesn't roleplay the combat but can rather "activate" things for encounters. However, now they've extended it to include powerful one-shot-kill moves rather than just power-ups.

I've seen that final sentence mentioned multiples times. Did we actually say something about including such moves somewhere?
Additionally, yes, we've already thought about the power of drains. Things can always be tweaked as well. So far, things that drain are not intended to just be repeatedly wailed on during a fight. Also keep in mind that just because something doesn't IMMEDIATELY have some advantage with it doesn't mean that it won't in the future (nor is the inverse necessarily true). I'd rather we try to do something right than feel the need to HAVE to throw something in.

Like I said, people trying to do things involving PP will be under tight scrutiny. People won't be able to make a move that says "I drain PP from someone as long as I touch them because I have Ki Absorption."

To not overuse custom techs. Assuming there are some custom techs that will use PP (right?). Why do we need that now?
I like it for Poweru-Ups, but for everything else, I don't see it.

PP techs don't seem like Chou kamehameha... They seem like straight Kamehameha. Considering the move is used like, once in a fight or twice most of the time and seems to be very powerful, I'd wager that Goku's Kamehameha costs at least 1 PP to use.
And I think that most of us probably think of our custom techs in that way. They're not something we spam back to back to back, but signatures of our characters that are meant to be very powerful and dramatic.
Which raises the question of why you would create a tech without PP when the reason you took it was to, presumably, be awesome with it. (Unless your character is just a tech whore.)
