I've visited this subject many times, and a few times I've put forth what I found to be a very balanced way to make a writer feel that their input matters, while also making sure stats were a direct goal as well. I received an OVERWHELMING response that "if I out write the shit out of my opponent, I think its bullshit if I still lose and a fight is just straight unwinnable. That leads to people quitting because they won't waste their time knowing they will never match up against some no life who can grind stats but can't write for shit", more or less. The opposing argument tends to go in the direction of "If I'm considered the strongest person who, I don't care what the weakest person here writes. Bottom line is that no matter how passionate a young kid is about killing Galactus, no matter how hard he wants it and no matter how loudly he screams while he tries, Galactus is still going to just eat him and the rest of the planet."

Any form of attempted compromise still leads to "writing should always be the deal maker/breaker, period" as the majority preference, although I personally feel that this system is very susceptible to unavoidable bias, but its the best we've got for now.
