Will there be a penalty for being inactive? Since obviously characters won't be "up for grabs" since most people will be custom would it be possible for someone to leave for like three months, and then return being as strong as they where when they first left? Or will there be some kind of penalty of leaving and returning?

Quests wll remain basically the way they are now. Obviously a few changes will have to be made to accomodate the new reward medium, but the concept will be the same.
To add on to what Waff said, MIA will play a comparitively minor role in the new system. Since you earn XP by RPing, you hurt yourself with your inactivity. As you pointed out, Mino, with customs, your character won't be "up for grabs" if you go inactive, so we don't have to worry about that.

I'm just wondering, are you guys going to have coding that does the word count automatically at the end of each RP post. So all staff has to do is grade the thread, plug the grade's multiplier in a formula with the word count and then grant "x" experience points?

I think spending xp on abilities is brilliant. Now if you are training for a tech you want you no longer have to pester Staff about grading it, failing, putting three more up, asking again etc.
Now you can train until you get the xp you need and boom! Ability central.
With every new reveal that shows how the different pieces we have been hearing little tidbits about actually interconnect I get more and more pumped.

The working theory is that most of it will be automated, too. You submit some posts for grading, the staff submits the XP and it goes directly to you roster account. You then log in to your roster, click on the ability you want and hit "learn me some skillz" and now you have metal binding. Or whatever.

Can we expect most techniques to have some sort of strategic application as well as RP fodder?
I mean, 'Body Split' was given new rules to give someone using it a higher edge. With 'Shapechange' give someone higher mentals, or limited Dark ki when transformed, etc?

There are definitely some abilities ("abilities" is the new official term for "techniques" btw) that only have any noticeable application to RPing as well as abilities that are mostly strategic. Tsufuru-jin, Arlians, and Androids all have a large set of abilities that are more strategic or for RPing, while most of the other races have combat-oriented abilities.
That's not to say that Saiyans don't get anything that's not fun to RP, but its an off-hand, general kind of guideline.
As of right now, there haven't been very many changes to the already existing abilities.

Yes and no. Different races have different starting stats. All characters of a given race will have the same PL, not all races will necessarily have the same starting PL.
And I say all of that hesitantly. All the races start with the same number of stat points (60, I think) they're just distributed differently. We also don't have a final PL formula, so its possible that, since everyone has 60 (I think) stat points that they'll have the same PL.
Regardless, race will be the determining factor for differences in PL.

Ooo Ooo! EXP question!
Will we be awarded exp after every IC post, or at the finish of the RP? Or will it be more of a exp per post after the staff approves and then bonus at the end? Because I could see some people who may like long RPs at a disadvantage in a few situations. . .

Here's the way it works:
1) Member writes X number of posts.
2) Member submits an Update for those X posts to be graded.
3) Staff members grade each posts (for coding purposes this is done one post at a time) and apply any quality bonus at the time of grading.
4) The XP is automatically credited to the character's roster.
5) The staff member replies that the posts have been graded.
There will also be a script in place to "catch" any posts that weren't graded, for whatever reason, after X number of weeks (probably 4) and credit the player for the quantity portion of the posts.

So, basically it's write as much as you feel like it, then submit when you're done? So someone doing a multi-week training arc would be a little behind in the beginning, but probably better off when his grading comes around?

Something like that, yeah. You could also submit each post as you do them, instead of waiting until you finish the arc. It makes more IC sense to wait until you're done, in my opinion, but you have the option to not do it that way.

This should be noted that we arn't gonna grade EVERY post. You should only be submitting once post every now and then, preferably one that you know you'll be getting a good quality modifier on. This is to stop people from asking us to read every little post made.
Also, this should be noted that there are negative quality modifiers too, so you can't write a shitty 300-word post about pie and expect us to reward you
